摘要

高校公共实验平台是支撑高水平科学研究、创新人才培养及重大任务攻关的重要阵地。与一般教学实验平台相比，高精尖公共平台具有设备价值高、测试精度要求高、环境管控要求严、操作风险大等特征，其共享管理更易受设备产权归属、项目任务保障、运行成本分担及责任风险界定等因素的制约。本文在梳理高校公共实验平台建设与运行管理相关研究的基础上，聚焦国家科研项目经费购置大型仪器设备纳入公共平台后的管理难题，分析当前平台在资源开放、收费结算及制度供给等方面存在的现实矛盾，构建了“分类纳管、项目优先、平台统筹、有偿共享、收益反哺、责任闭环”的运行机制，进一步搭建了覆盖准入分类、预约开放、成本核算、收益分配、风险控制及绩效评价的制度框架。研究认为，高校推动项目购置设备平台化共享，不应采取简单行政化收管模式，而应通过制度化安排实现从课题组封闭占有向平台化有序共享的渐进转变，以提升高价值科研设备的使用效率与公共服务能力。

Abstract

Public experimental platforms in universities serve as crucial hubs supporting high-level scientific research

cultivation of innovative talents

and tackling of major research tasks. Compared with general teaching experimental platforms

cutting-edge public platforms are characterized by high-value equipment

stringent requirements for testing accuracy and environmental control

and significant operational risks. Their shared management is more susceptible to constraints such as equipment ownership

project task guarantee

operational cost sharing

and liability risk definition. Based on a comprehensive review of research related to the construction and operational management of university public experimental platforms

this paper focuses on the management challenges arising from integrating large-scale instruments and equipment purchased with national research project funds into public platforms. It analyzes the practical contradictions currently existing in the platforms regarding resource openness

fee settlement

and institutional support. The paper constructs an operational mechanism featuring "classified management

project prioritization

platform coordination

paid sharing

revenue feedback

and closed-loop liability”

and further establishes an institutional framework covering access classification

reservation-based openness

cost accounting

revenue distribution

risk control

and performance evaluation. The study concludes that universities should not adopt a simplistic administrative takeover model to promote the platform-based sharing of equipment purchased through research projects. Instead

they should achieve a gradual transition from closed ownership by research groups to orderly platform-based sharing through institutional arrangements

thereby improving the utilization efficiency and public service capacity of high-value scientific research equipment.
